ESA Statement on FERC NOPR on Ancillary Services

Washington, D.C. – The Electricity Storage Association (ESA) today released a statement regarding the impact on the energy storage industry of a new Federal Energy Regulatory Commission (FERC) Notice of Proposed Rulemaking (NOPR) on “Third Party Provision of Ancillary Services; Accounting and Financial Reporting for New Electric Storage Technologies” [Docket Nos. RM11-24-000, AD10-13-000].

ESA had filed comments in August 2011 on the Notice of Inquiry (NOI) to this proceeding, recommending several changes to FERC’s ancillary services policies in order to include ancillary services from all resources, including new advanced storage technologies – such as flywheels and batteries. 

The statement follows:

“The Electricity Storage Association commends FERC on its NOPR regarding ancillary services sales that occur outside of the organized markets. We agree that such a rule would facilitate ‘greater competition and transparency’ and would bring the benefits of fast and accurate resources to electricity customers in all regions. We look forward to collaborating with FERC and the industry in the development of the final rule.”
